California Self-Determination Program (SDP) represents a fundamental shift in the way the Regional Center services are delivered. The program is designed based on a core empowering philosophy:

Under the current Department of Developmental Services (DDS) guidelines, the program is built on giving participants true choice and control based on these key pillars:

캘리포니아 자기결정 프로그램(SDP)은 리저널 센터 서비스가 제공되는 방식에 근본적인 변화를 가져온 제도입니다. 이 프로그램은 당사자와 가족이 자신의 삶에 가장 잘 맞는 서비스와 지원을 직접 선택할 수 있는 '최고의 권한'을 가진다는 강력한 철학을 바탕으로 설계되었습니다.

현재 발달장애인부(DDS)의 지침에 따라, SDP는 다음의 핵심 요소들을 통해 참가자에게 진정한 선택권(Choice)과 통제권(Control)을 부여합니다.

Central Pillars

  • Person-Centered Planning (PCP) : The foundation of SDP. Instead of trying to fit an individual into existing, traditional programs, the process begins by creating a customized plan that reflects the participant’s unique goals, strengths, and vision for their future.

  • The Individual Budget & Spending Plan : Participants are granted a specific budget based on their historical Regional Center spending and any newly identified unmet needs. You then have the freedom and flexibility to allocate those funds to best support your PCP, creating a practical, individualized Spending Plan.

  • Expanded Provider Choices : Unlike the traditional system, SDP allows you to hire providers directly from your local community. This means you can utilize non-vendored professionals, specialized programs, and community businesses that truly align with your child's needs.

  • Financial Management Services (FMS) : To ensure the financial side runs smoothly, a required FMS agency acts on your behalf to handle the administrative burdens, such as payroll, taxes, and paying your chosen providers directly from your budget.

핵심 요소들

  • 개인 중심 계획 (Person-Centered Planning, PCP): SDP의 기초가 되는 단계입니다. 당사자를 기존의 전통적인 프로그램에 끼워 맞추는 대신, 당사자 고유의 목표, 강점, 그리고 미래에 대한 비전을 반영한 맞춤형 계획을 세우는 것부터 시작합니다.

  • 개인 예산 및 지출 계획 (Individual Budget & Spending Plan): 참가자는 과거 리저널 센터 지출 내역과 새롭게 파악된 미충족 요구(Unmet needs)를 바탕으로 예산을 배정받습니다. 이후 가족은 이 예산을 자유롭고 유연하게 배분하여 당사자의 PCP를 가장 잘 지원할 수 있는 실용적이고 개별화된 지출 계획을 수립하게 됩니다.​

  • 서비스 제공자(Provider) 선택의 폭 확대: 전통적인 시스템과 달리, SDP에서는 지역사회의 서비스 제공자를 직접 고용할 수 있습니다. 즉, 리저널 센터에 벤더로 등록되지 않은(Non-vendored) 전문가, 특화된 프로그램, 지역 비즈니스 등 내 아이의 필요에 진정으로 부합하는 자원을 자유롭게 활용할 수 있습니다.​

  • 재무 관리 서비스 (Financial Management Services, FMS): 재정적인 부분을 원활하게 관리하기 위해, 필수적으로 지정된 FMS 기관이 가족을 대신하여 행정 업무를 처리합니다. 여기에는 급여 처리, 세금 납부, 그리고 가족의 예산에서 가족이 선택한 서비스 제공자에게 직접 비용을 지불하는 등의 행정 부담을 처리합니다.
